The agency's mission and vision are laser focused upon providing affordable housing and critical wrap around services to enrich and enhance the lives of our low-income citizens.

The Washington Housing Authority seeks a qualified Chief Executive Officer who is responsible for the overall administrative, financial, asset and programmatic oversight of the agency. We seek a creative and motivated industry professional who can maintain the day-to-day operations and seek new and diverse business opportunities and ventures to expand and grow the potential output and services of the agency.

Our new Chief Executive Officer needs to embody and embrace the culture and needs of our community, and understand that they serve as an ambassador to all of the partners, stakeholders, employees, board members and citizens of Washington, North Carolina. The ideal candidate will also administer and execute all functions with a focus on equity, diversity and inclusivity.

A preferred candidate will have experience in the affordable housing, asset management, or residential housing development industries. However, candidates with the necessary competencies and talents may also be considered for this position. This is an excellent opportunity for a leader to be creative and a change agent at an agency with huge potential.

The CEO oversees a multi-faceted business operation with 25 team members and an annual budget that exceeds $3 million dollars annually. We seek a creative and public service focused executive who will lead the team and agency as well as embrace and strategically formulate a new and exciting path forward.

I. ESSENTIAL TASKS OF THE POSITION:

  • Acts as the ethical Leader of the agency, and will interpret, implement and administer the policies and procedures established by the Board of Commissioners and all applicable local, state and federal regulations.
  • Acts as the responsive Administrator of the agency, and will provide for the administration, leadership and management of the agency, including annual budget preparation and requirements, oversight of all federal procurement laws and policies, effective management of human resources and all employment laws, and stewardship of the agency finances in an accurate and efficient manner.
  • Acts as Secretary to the Board of Commissioners and communicates in a responsive, transparent and ethical manner with the Board. Produces and provides periodic reports and correspondence to the Board that is factual, precise and in compliance with state and federal law.
  • Acts as the Fiduciary for the agency, and will manage and protect all of the real estate assets, financial accounts and investments, programs and services from harm and mismanagement.
  • Acts as the agency Public Relations Officer, producing, providing and articulating position statements, responses to media inquiries and public facing correspondence representing the best interest of the agency.
  • Acts as the Personnel Officer, ensuring that the treatment of all employees and employment practices are fair and ethical; and as such must establish an equitable, diverse and inclusionary philosophy for the agency.

II. POSITION REQUIREMENTS AND QUALIFICATIONS

  • Four-year college degree preferred; minimum of an Associate's Degree.
  • Five (5) years' experience in housing management, community development, public administration or a closely related field, or other related education and experience considered.
  • Four (4) years' experience in a significant management capacity at a public housing authority or other similar experience.
  • Strong leadership skills, the ability to work well independently and with groups. Tact, personal and professional integrity, compassion, diplomacy and strong written and verbal communication skills.
  • Skills and competencies in budgeting, personnel management and public relations.
  • Ability to travel between various buildings and communities owned and operated by the agency, as well as ability to attend meetings and events in other locations representing the agency.
  • Must be bondable.
