Housing Manager's locations. You must provide the child's birth
certificate with the application. Washington Housing will cover the

Notice to Residents

Dear Residents:

Recently, there has been an uptick in calls complaining of loud music in the evening/night and suspected drug use within the communities. Please be considerate of your neighbors and keep the music at a level in which it will not infringe on the peaceful enjoyment of the premises for your neighbors.

This is a reminder that Washington Housing Authority may terminate the tenancy at any time for violations of the lease and failure to otherwise fulfill household obligations if the resident behavior disturbs other residents' peaceful enjoyment and is not conducive to maintaining the property in a decent, safe, and sanitary condition.

Washington Housing Authority will terminate the lease when the WHA determines that a household member is illegally using a drug or if it is determined that a pattern of illegal use of a drug interferes with the health, safety, or right to peaceful enjoyment of the premises by other residents.

On-Call Procedures

The Maintenance Technician has 30 minutes to respond by phone or arrive on-site to address emergency maintenance issues.

Emergency repairs are completed within 24 hours under these circumstances:

  • Immediate threat to life, health, and safety
  • Severe property damage
  • Main sewer lines backing up
  • Busted water heaters
  • Water line breaks inside the unit
  • Toilets stopped up or not flushing (Maintenance does not come out after 10:00 pm)
  • Light switches or receptacles sparking fire or smoking (Electrical panels, etc...)
  • Smoke detector beeping
  • No heat October 15th-April 15th
  • Windows or doors that cannot be secured
  • Gas smells inside or outside the units
    Anything not listed above is considered Non-Emergency (routine) and will be repaired within 30 days or less.

Coming Spring 2024!

The Resident Council is honoring the memory of former WHA Commissioner Josephine Royster with a community garden at 105 W Seventh Street. Members of the Resident Council will look after the garden.

NRP Phase 2

Phase 2 Of The Neighborhood Revitalization Program Has Begun!

A partnership between WHN, Inc. City of Washington, and the Neighborhood Revitalization Project (NRP), can assist with obtaining two types of assistance to help you purchase a home:

  • Fixed Rate Loans with Down Payment Assistance (DPA)
    • Several rate, loan and DPA options available. 
    • DPA can be up to $50,000.00 or 25% of the total loan amount. 
  • NC Home Advantage Mortgage Credit Certificates
    • A special tax credit that reduces your federal income taxes every year
    • For first-time buyers (those who have not owned a home in the last 3 years)
    • Can be used with TSAHC's DPA

  • January, March, May, July, September. Cleggs will come every Thursday. 1st Thursday = 155 Units
    • Oak Crest: 115 Units
    • East Haven: 40 Units
  • 2nd Thursday = 142 Units
    • Old Fort: 82 Units
    • Clifton Meadows: 60 Units
  • 3rd Thursday = 146 Units
    • Westbrooke: 50 Units
    • Eastern Village/Annex: 96 Units

Air Filters

  • Air filters will be changed every other month. Please arrange to have an adult present with any minor child(ren).
    Below is the schedule:
    • Clifton Meadows - 1st week, every other month
    • Oakcrest - 1st week, every other month
    • Old Fort - 2nd week, every other month
    • East Haven & Eastern Village - 3rd week, every other month
    • Westbrooke - 4th week, every other month

A Message from Housing Managers

Interim
If you have a change in your household, you must call your Housing Manager to report that change. You must complete an Interim Form and provide written proof of the change. Examples of changes: Increase or decrease in income, Remove or add household members, Pet, Vehicle, School enrollment, school graduation, etc. See Housing Manager For Details.

Community Service
If you are 18 or older and have no income, you must complete 8 hours per month of Community Service. It must be documented in writing and/or on letterhead from the organization for which you provided Community Service.
You must provide SNAP letter to be exempt, etc. See Housing Manager For Details.
