At the Washington Housing Authority, we are committed to fostering a safe, supportive, and thriving community for all our residents. To further this mission, we are working closely with Housing Authority staff and a network of dedicated community partners to enhance financial stability and promote neighborhood safety.
One of our key initiatives involves strengthening collaboration with local law enforcement. By building positive relationships and encouraging open communication, we aim to create a safer environment where everyone feels secure and respected. We need your support more than ever before!
Additionally, we are expanding efforts to connect residents with financial empowerment resources, including budgeting workshops, employment support, programming for children, and access to local services. These programs are designed to help individuals and families build long-term financial resilience and achieve greater independence. Your participation is paramount for these programs to be impactful!

Housekeeping Tips
General Cleaning
As a tenant, you are responsible for keeping your house clean. Cleaning your house regularly is very important as it keeps your family healthy.
Some areas of your home, such as the kitchen countertops and sink, should be cleaned every day. Other areas can be cleaned weekly (such as floors and bathrooms) or monthly (such as fan blades and wiping cabinets).
Your Housing Manager and Inspector will check how clean your house is during regular inspections.
Bugs and Pests
There are several things you can do to keep pests, such as cockroaches, ants, insects, ticks, and fleas, under control. These include:
- Keep your apartment clean
- Put rubbish in the trash bin and make sure the bin is emptied and cleaned regularly
- Make sure food that is in the cabinets is in sealed containers or bags
- Don't store, eat, or cook food in bedrooms
- Keep doors closed and make sure window screens do not have holes
- If you have problems with bugs and pests, contact your Housing Manager
Trash
- You must keep your apartment and yard free of trash.
- Each apartment is furnished a trash bin that should be kept outside of the house.
- Keep smaller trash bins inside, make sure you empty them on a regular basis into the outside trash bin. All trash should be in trash bags.
- Remember to pull the trash bin to the street on your trash pick-up day. After pick-up return bin back to your apartment.
- To keep flies and maggots out of your trash bin, keep the lid closed all the time and wash the bin each time it is emptied.
Housekeeping Inspections
- Residents who "fail" an inspection due to housekeeping will be issued a copy of the inspection report with items that need to be corrected. A re-inspection will be conducted within 10 calendar days by housing management staff.
- Failed inspections could result in Lease Termination.
Welcome Home
Big news from the Neighborhood Revitalization Program! Our very own Clifton Meadows residents, Mr. Primous and Mrs. Rosalyn Cobb, are officially homeowners!
This moment is extra special-because with their purchase, the Washington Housing Authority has now sold homes to residents from all three of our income-based programs: HUD HCV Section 8, HUD Low-Income Public Housing, and USDA Multifamily Housing. That's a true home run for affordable housing in our community!
As their housing manager, I've had the privilege of watching the Cobbs work toward this dream. While I'll miss them dearly at Clifton Meadows, I'm overjoyed to see them step into this exciting new chapter. Here's to their health, wealth, and happiness in their beautiful new home!

Phase 1 Summary - "Restoring Teacher's Row"
The heart of Washington is steeped with history. It's core was once a vibrant mixed income community with a concentrated population of Black Professionals--lawyers, small business owners, the local dentist, first-responders, and teachers. This blend with local factory, mill, domestic and farm workers created a community blended for support vested in one another's success.
In the late 1940's through the late 60's Seventh Street, between Market and Pierce Streets, was known as "Teacher's Row, Names like Beaman, Boyd, Cooper, Eason, Foxhall, Howard, Owens, Parham, and Teele were not only associated with residents on or around the corner from this street, but tied to the classrooms of the Black Public Schools.
The home of the descendants of Louis Randolph, the first principal of public education for Blacks, was once a grand landmark on the corner of 7th and Respess Streets. Randolph also built and taught at an Enterprise Institute in the area where he trained teachers for his understaffed public school.
Narratives like this abound in the entire 18-block NRP area.

A Message from Housing Managers
Interim
If you have a change in your household, you must call your Housing Manager to report that change. You must complete an Interim Form and provide written proof of the change. If you begin working, you DO NOT have to wait until you receive your check stubs to report your new job. You must go to your housing manager to complete an Interim Form AND to sign a Wage Verification.Examples of changes: Increase or decrease in income, Remove or add household members, Pet, Vehicle, School enrollment, school graduation, etc. SEE HOUSING MANAGER FOR DETAILS.
If Tenant has a zero income, Tenant must report any subsequent change in income within 10 days of the occurrence. Failure to report to Management with information within ten (10) days of the Authority's request shall constitute a material breach of the lease agreement and may result in termination of the lease and/or a retroactive rent charge.
All changes in family composition must be reported to the Management Office within ten (10) days of the occurrence. Failure to report may result in termination of the Lease and /or a retroactive rent charge.
Community Service
If you are 18 or older and have no income, you must complete 8 hours per month of Community Service. It must be documented in writing and/or on letterhead from the organization for which you provided Community Service.You must provide SNAP letter to be exempt, etc. SEE HOUSING MANAGER FOR DETAILS.
Satellite Dish
When residents want to get a satellite dish, cable, or the internet, they should contact their Housing Manager first. The form the resident must sign has important information on the procedure for the technician and the resident to follow.Trash Bins
Trash bins must be pulled back to their individual units by noon the following day (the day after pickup). Failure to do so will result in a $25 fine. Issues with trash pick-up should be reported to the City of Washington Public Works at (252) 975-9302.Only patio furniture should be on the front and back porches. Beach chairs, office chairs, inside furniture, etc., are not allowed on the front or back porch. Lease Violations will be issued accordingly.
Fake Summer LIEAP Program
This message came from DSS to inform counties of a possible scam targeting elderly clients, involving fraudulent emails about a summer LIEAP program. These emails falsely claim to offer additional energy assistance and include a phone number to call, along with the names of state representatives to make the message appear legitimate. There is no summer LIEAP program. If you receive inquiries about this, please do not respond to these emails or call the phone number listed. Best practice is to flag the email as spam and delete.Please remember that our properties are smoke-free. Thank you.
Beaufort Area Transit System - No Show Policy
Requests for transportation must be made by 1:00 the business day prior to the need for transportation.
Passengers are responsible for making sure they are ready and available at least 15 minutes prior to the scheduled pick-up time.
If a scheduled trip must be canceled, the passenger must call the BATS office at 252.946.5778 and leave a voice mail if no one is available to answer the phone. Notice of cancellation must be reported one hour or more prior to the pick-up time. Failure to cancel the trip one hour or more prior to the pick-up time will result in a No-Show for a scheduled trip unless verification of good cause is provided. Examples of good causes are hospitalization for self or immediate family, death in immediate family, or extremely sick with doctor's note.
Three violations of the responsibilities listed above within a one-month period, without good cause, will result in a suspension of transportation services for a period of 30 days.
The second offense of three violations within a one-month period, without good cause, will result in a suspension of transportation services for 60 days.

Due to increasing expenses over the last ten years with no rate increase, it is necessary to increase the trip/monthly rates for public transportation by the Beaufort County Developmental Center's transportation system commonly known as Beaufort Area Transit System.
*Rates are subject to different amounts based upon your geological addresses or the origin and destination, not the mailing addresses. Please contact the office for the exact trip costs.
**Rate is $25 (daily) or $150 (monthly) in addition to trip cost to Washington to go on to Greenville.

Hello,
My name is Juan Rodriguez, and I am the Director of Maintenance for
the Washington Housing Authority. Before becoming the Director of
Maintenance, I was the Maintenance Foreman. I have been with the
agency for 9 years and enjoy working with the residents and getting to
know everyone. The maintenance team is here and happy to serve the
Housing Authority community.
Hi! My name is Shannon Alderman. I have been with the Washington
Housing Authority for 21 years, and I currently serve as the Director of
Finance. In my free time, I enjoy spending quality time with my family
and participating in church outreach events. I am passionate about
community outreach and supportive services.
I look forward to being a part of the Washington Housing Authority for
many more years to come.
Hello. My name is Tosonjia "Tee Cee" Hooker. I have worked for
the Washington Housing Authority for over 20+ years. I started
out as the maintenance Clerk for 10 years and was promoted to
the Inventory Specialist.
What's Happening @ WHA
A Journey of Growth and New Beginnings
I'm proud to share that I have officially completed my bachelor's degree- a goal that once felt far away but now stands as a powerful reminder that perseverance and faith truly pay off. This milestone represents more than late nights and hard work; it's a testament to never giving up, even when life gets heavy.But the journey doesn't stop here! I'm excited to announce that I will be continuing my education and beginning work on my master's degree this upcoming spring. I believe in lifelong learning, in setting an example for those watching, and in pushing forward-no matter the pace.
As a mother of four beautiful children, working and attending school fulltime, my journey has not been without challenges. Yet, I hold fast to the words: "I can do all things through Christ who strengthens me"-and so can you!
If there's one message I hope to share through this, it's this: It's never too late to grow, to dream, or to finish what you started. Keep going-one step at a time.

Inner Banks STEM Program
The Washington Housing Authority recently hosted the IBEX STEM Summer Camp, where participants explored the exciting world of boating safety. Campers enjoyed a special visit from the U.S. Coast Guard, who shared valuable safety tips and hands-on learning. Attendees also used craft supplies to design and build their own miniature boats.
